Training course on Monitoring and Evaluation

One of the project expected output is the "Management and monitoring capacity regarding project implementation at all levels is strengthened". Similarly, "Improve capacity on management, monitoring, and evaluation for PMUs" is mentioned as one of the project activities.

Therefore, at first, the project office developed the Monitoring and Evaluation (M&E) indicators and reporting form of the Maternal and child Health handbook project (MCH handbook project). Next, the training course on M&E for the pilot provinces of Dien Bien, Hoa Binh,Thanh Hoa and An Giang was conducted to improve capacity on monitoring and evaluation for Project Management Unit (PMU) in 4 provinces. The course was conducted for 3 days from 28 February to 1 March 2012, in Hoa Binh for 21 participants from 4 provinces.

After the training, the participants should be able to:

  • 1. Explain about the M&E indicators in MCH handbook project;
  • 2. Perform the supportive supervision skills;
  • 3. Be able to use the M&E tools for MCH handbook project (report forms, skills checklists);
  • 4. Planning for M&E field work and report after field work.

The class-room sessions consisted of lectures on M&E conceptual framework, and on skills for Supportive Supervision, going in line with respective group discussion sessions.

In the last day, there was a half day field work consisted of conducting an actual supervision drills in the 3 commune health centers (CHC), while the participants were divided into 3 groups.

Participants worked in group for planning of the supervision trip. The groups simulated a real supervision trip, which consisted of a briefing session, facility review, medical record review, service observation, service provider interview and client exit interview, followed by a debriefing session with the CHC staffs. Key findings following the field works are presented in the feedback session after the training. Generally, all groups found the provided supervision forms suitable, although the MCHHB was not actually distributed yet to the clients.

Hereafter, the PMUs in 4 provinces will M&E in each province reguraly and report to the project office using these M&E indicators and report form.
