In August 21st, 2013, the Conference on the Draft Circular of the Referral system and the implementation plan for Satellite Hospital Project in the period from 2013 to 2015 was held in Hanoi by the Ministry of Health. The Project has supported to issue and promote regulations on the referral system. Participating in the conference was the Minister of Health as the chairperson and 500 participants from National Hospitals, Provincial Hospitals, District Hospitals, Commune Health Centers and the Vietnam Social Security.

Regarding the referral system, explanation on the Circular of the Referral system drafted by experts and authorities, and discussion between the organizer and participants were held in the Conference. Even a participant from a commune health center directory expressed her opinion to the Minister, and also our project C/Ps (counterpart) gave a comment. The discussion was exciting. Many participants concerned that a lower level health facility would not be able to provide certain level health services after promotion of this circular. This was reflected in the comment "We want it to be flexible, since conditions in each region and organization are different."

Ministry of Health will finalize the draft of circular on referral system after collecting the opinions. The Project will keep supporting this activity.
