The project conducted workshop on Operation Manual and Accounting Manual during 2 days – 15 and 16, January 2014. After the success of the first JCC meeting in the morning the 15th, all participants from 6 PPMUs actively participated in the workshop.

There are two main issues brought up during the workshop: Operation and Accounting Guide. Targeted participants include Director, Vice-director, Secretary and Accountant of each PPMU, who are directly involved into operation and accounting processes. Operation Manual covers Planning, Training Management, Referral Activity, Monitoring and Evaluation. It provides basic principles, processes, methods and steps for project team to implement project activities at both central and provincial levels. The Accounting Manual concentrates on financial management and project cost norm.

The Chief Advisor warmed up the workshop by some ice-breaking games with participants. It is followed by his detailed instruction about planning and M&E procedures for project's activities. After the break, Director of Hoa Binh General Hospital shared his rich experiences on setting up DOHA Department and the referral system in his organization. The presentation received high attention and concern from other five provinces. Representatives from Department of Health and Hospital of 6 PPMUs discussed on important issues from legal aspect to human resource arrangement. At the end of the day, all provinces came up with solutions to solve their pending problems. DOHA Departments are expectedly established in all 6 general hospitals in early 2014.

Accounting Manual Session started in the morning of the 16, January, 2014. The Coordinator took this chance to explain in details to 6 PPMUs regarding to JICA's regulations on financial scheme, payment method, and requirements for each project's activity in order to have a contract for expenditure of Project budget by each PPMU. There were many questions raised and answered, that helped participants have clear understanding on accounting manual.

The workshop finished with satisfaction of CPMU, Project Office and 6 PPMUs. With Operation and Accounting Manuals, the cooperation between central level and provincial level for project's activities are strengthened for further success of the project.
