Improvement of Port Management System in the Socialist Republic of Vietnam
The Project on the Improvement of the Port Management System in Socialist Republic of Vietnam is a Technical Cooperation Project which has the following objectives;

After implementation of the Doi Moi policy, Vietnam, which has achieved rapid economic growth owing to market-oriented economic reform and its policy of opening the country to foreign business, has a great opportunity to increase its economic status in the international community through further development. And for the accession to WTO which is a major target for Vietnam, the government is promoting reform in various fields, and enacting and amending domestic laws and regulations to rapidly carry these reforms.
In order to cope with the growth of international trade due to the economic expansion, Vietnamese government has expanded Hai Phon port and newly developed Cailan Port in the North of Vietnam and Da Nang in the Central region. And in the South of the Vietnam, the construction of the port of Cai Mep-Thi Vai, the first gateway port in Vietnam, will be undertaken using a Yen loan. At present, detailed design study is being carried out as part of JICA Technical Cooperation in collaboration with Yen loan cooperation.
However, it can not necessarily be said that systematic port administration and management have been fully carried out in Vietnam. Jurisdiction over Vietnamese ports falls not only to various government branches such as the Ministry of Transport/VINAMARINE, Ministry of Trade, Ministry of Agriculture and Rural Development, Ministry of Industry, Ministry of Defense and Ministry of Construction but also VINALINES which is one of SOEs(State Owned Enterprise), VICT established as JV including foreign investment and so on. In addition, ports are constructed based on individual construction plans, and various SOEs operate each port (except VICT).
In order to improve port administration and management systems in Vietnam, this project is intended to assist VINAMARINE in improving port administration and management systems by themselves through transferring Japanese experience and technical know-how in this area.
The objectives of the Project are as follows
In order to achieve above project objectives, the following five outputs are to be achieved.
The activities to attain five outputs above consist of the extensive coverage and contents each of which would be called as an individual project, and each activity involves most of the outputs above one another deeply. Furthermore, it is required that the VINAMARINE counterpart member must achieve competency to formulate the specific policies and strategies and improve the regulatory framework through the activities on the capacity development for the counterpart member. The program for the counterpart is mainly conducted through the OJT (On The Job Training) method and being conducted with due considerations to perform activities timely and appropriately.
