Interview survey around Ho Chi Minh City and Baria-Vung Tau

Now reaching its second year, this project is in its most important stage. The most important theme that started in May 2006 is to prepare the draft policy on non state sectors’ participation in the operation of gateway ports and to prepare the draft documents necessary for the selection of port operator and concession plan of Cai Mep-Thi Vai Port as a model case.

It is necessary for the Government /Port Management Body to settle the Concession plan in order to make the non-state sector participate in the terminal operation of the Cai Mep – Thi Vai port. Moreover, it is indispensable to sufficiently examine the role-sharing scheme between the port management body and the entities both of which play the key roles in the terminal management and operation under the Concession Contract, an appropriate risk allocation among the interest group and the financial condition of each entity.

The purpose of the interview survey is to supplement data needed for the examination mentioned above.

Three JICA experts for this project accompanied by three task force members of the counterpart organization, VINAMARINE, conducted interviews for three days from May 24th to May 26th.

Those interviewed included the entities related to the ports and shipping in Ho Chi Minh City, Binh Duong Port which handles containers using barges, Baria-Vung Tau Industrial Zone Authority which is developing the industrial park, Vung Tau Maritime Administration which is a branch office of VINAMARINE holding jurisdiction over the surrounding area including Cai Mep – Thi Vai port and the pilotage providers in Vung Tau area.

Counterparts and the JICA experts received hospitality from those entities at each survey location, and they obtained valuable data and information. Through the interviews, we felt strongly that not only parties concerned with ports, maritime affairs and the logistics business in this region but also the people related to the industrial park development have great expectations for the Cai Mep – Thi Vai port project.
