Primary objectives and outcomes

Under the slogan of“Together for implementation” at COP27 last year, Egypt has taken proactive steps towards the energy transition through developing and implementing required policies, regulations and projects.

Although Egypt has many renewable energy resources such as solar, wind and biomass energy, higher temperature than normal may increase the risks of drought and decrease agricultural productivity.

Moreover, this poses more challenges maintaining the compensation of this difficult equation to achieve Sustainable Development that requires a transformation towards clean energy while at the same time ensuring food security.

The roadmap pillars to ensure the energy transition are industrial decarbonization, sustainable finance, technologies and innovation solutions, and energy efficiency measures.

This Panel Discussion focused on energy transition measures by the Government of Egypt and how to foster private sector collaboration in delivering innovative and scalable decarbonization projects and demonstrate solutions to accelerate the energy transition through mobilizing sustainable finance to renewable energy and energy efficiency.

Content of the discussions

The Government of Egypt(GOE) Representatives explained the measures undertaken since COP27 to promote decarbonization on top of which is preparation of the low carbon Hydrogen Strategy, supported by EBRD to be announced very soon and the establishment of the Egyptian National Council for Green Hydrogen as well as the multiple measures undertaken to promote renewables and private sector. AFD and EBRD mentioned their collaboration with the GOE in the energy sector particularly in renewable energy and energy efficiency and it was announced that EBRD will continue further the collaboration to support implementation of Hydrogen Strategy.

During the panel, Ms. Mayada highlighted JICA’s investment and Cooperation in the energy sector with the Egyptian Government which includes Kom Ombo 500MW Solar Power Plant Project which is the JICA’s first private investment finance in Egypt after COP27 and is part of NWFE Program launched by Egypt in COP27.

She also highlighted the newly established debt facility called ACCESS (Accelerating Climate Change Resilient and Sustainable Society) in light of the Japanese Prime Minister KISHIDA’s statement in May 2023 at the G7 Hiroshima Summit to support private companies accelerating climate actions.

She also added that Egypt has a big potential in Green Hydrogen and JICA is exploring potentials to support Egypt efforts in this domain through several schemes that JICA has and both public and private finance.

She also commended the Egyptian efforts on energy efficiency and explained JICA contribution on energy data management and evidence-based policy setting.
In Egypt, JICA has been contributing to energy sector through over $2 billion equivalent projects implemented on the ground prioritizing the focus on promotion of renewable energy and energy efficiency.
