Solutions and Strategies of Environment: Thinking about "Clean City" from the Master Plan (M/P) development

In this seminar, the importance of master-plans and the roles of them were expected to be discussed. For example, the environmental master-plan was developed in Ha Long Bay area of Quang Ninh Province, Viet Nam and technical cooperation and Yen-loan projects were formulated afterwards. Another example was a master-plan for wastewater treatment in Pokhara city in Nepal. These examples were explained and the possible development based on master-plans was discussed.

Development strategy for citywide inclusive wastewater management in Pokhara, Nepal

There is no sewerage in Pokhara City, and wastewater from households and businesses entities is discharged into the natural environment through soak pits, rivers, and drainage channels. There is concern about the water pollution in the city along with urban development in the future. In addition, the area including nine lakes in the city is a registered wetland in the Ramsar Convention. As the city is a base of Himalayan trekking, the need for citywide environmental improvement as well as comprehensive wastewater management is being appealed. Under this background, issues and development strategies in a long-term perspective with a goal of 2050 were proposed for efficient and effective sewerage and on-site sanitation management, including facilities' plan and O&M systems.

ADBI's Approach to Expand City-Wide Inclusive Sanitation (CWIS) in Developing Countries

More than 1.5 billion people in developing Asian countries lack access to modern sanitation and around 80% of wastewater is discharged untreated. Therefore, evidence-based information and adequate leadership capacity is essential for national and local policy makers to develop and implement suitable sanitation infrastructure and programs in urban and rural areas.

ADBI, in collaboration with the Bill and Melinda Gates Foundation promotes CWIS solutions in Asian Development Bank developing member countries (DMCs) through capacity building and research programs. These include case studies and policy briefs, events such as high-level policy dialogues, roundtables, seminars, and workshops, and field visits catering to DMC government officials, experts, and private sector professionals.

Seminar (2) JCCI Initiatives and Promotion: Targeting the Region

JICA's initiatives in regional cooperation

JICA is promoting various type of region-wide cooperation to enhance synergy among the entire regions. This seminar introduced the African Clean Cities Platform (ACCP) and the J-PRISM, as examples of initiatives to improve waste management in Africa and the Pacific which led to additional values such as knowledge sharing among developing countries as well as establishment of a broad network involving a wide range of actors.

African Clean Cities Platform Achievements so far and Future Prospects

African Clean Cities Platform (ACCP) is a knowledge sharing and investment promotion platform to achieve waste related Sustainable Development Goals (SDGs) by 2030 in rapidly urbanizing Africa. ACCP was established in 2017 in Maputo, Mozambique by representatives from 24 African countries together with the Ministry of Environment of Japan, JICA, the City of Yokohama, UNEP and UN-Habitat. As of January 2023, 160 cities from 42 countries have become members and various activities in three action areas have been carried out. The presentation introduced the achievements of ACCP so far together with the future prospects and call for effective partnerships.

Capacity Development for Integrated Solid Waste Management in Maputo Metropolitan Area

Mr. SILVA MAGAIA, Councilor, Maputo City, Mozambique

The Municipal Council of Maputo, together with JICA, implements an innovative project aiming at improving the solid waste management service.

The project focuses on enhancing local capacity in terms of human resources, institutional coordination, increased community awareness on the importance of waste reduction and segregated disposal, fostering the use of "eco-points" and promoting the sustainability of the service through proper management mechanisms and effective revenue collection systems.

The presentation highlighted the structure of the project, the lessons learned, mid-term results, the arrangements made to respond to COVID-19 contingency and the way forward.

Seminar (3) Climate Change Measures/Environmental Cooperation Using Japan's DX/Innovations, and Promotion of SDGs

Digital perspective on JICA's waste management program

Ms. MIYATA MAYUMI, Senior Director, Office of Science, Technology, Innovation, and Digital Transformation, Governance and Peacebuilding Dept., JICA

JICA is promoting the utilization of digital technology and data and co-creation that brings together diverse knowledge and resources to enhance the value of development impact. In the field of waste management, JICA is engaging in accumulation, management, and utilization of data on waste management flows in other countries by digital solutions and co-creation with external parties and promoting comprehensive development scenarios based on this data. The purpose of this seminar was to explain the perspective of utilizing digital technology and data in this field and to discuss the potential of digital and innovative business in Japan and overseas.

Global Expansion of Decarbonization by Kitakyushu City through Intercity Collaboration

Kitakyushu has taken advantage of our experience in overcoming pollution in the development of a number of international projects.

In 2010, we established the Asian Center for Low Carbon Society, which has implemented many projects in collaboration with other cities in Asia. In 2023, the Center changed its name to "Kitakyushu Asia Center for Carbon Neutrality" and expands its activities. The presentation introduced Kitakyushu City's efforts toward decarbonization and intercity cooperation with Haiphong City, Vietnam, and other Asian cities.

Toyama City's International Cooperation -Initiatives to Promote SDGs-

Since city of Toyama has formulated the SDGs Future City Plan in 2018 and promoted various initiatives, we have developed the Second SDGs Future City Plan in 2021 to deepen the efforts of the environmental measures for creating a self-sustaining virtuous cycle. They will contribute to the promotion of SDGs through local community development support and improvement of living standards in Southeast Asia and other cities by utilizing its diverse international partnership network, and sharing our compact city strategy and the technologies companies in Toyama.
