Science and technology in Japan and international cooperation: Experience of the International Joint Research on Air Environment Conservation (SARTEPS) between Japan and Mexico

Dr. WAKAMATSU SHINJI, President, Institute of Integrated Atmospheric Environment (IIAE)

Based on the experience of the International Joint Research on Air Environment Quality (SARTEPS) between Japan and Mexico, case studies of science and technology in Japan and international cooperation were introduced.

Photochemical ozone and black carbon are important substances for both air pollution and global climate change. These are called SLCPs (Short-Lived Climate Pollutants).

International comparative studies among large cities with different conditions are useful for clarifying the formation mechanism of SLCP.

To improve local and global air quality, key SLCPs such as photochemical oxidants and EC (Elemental Carbon) and potential SLCPs such as NOx (nitrogen oxides) and VOCs (Volatile Organic Compounds) need to be managed.

As a result of this study, it was shown that measures including the whole of Asia are necessary because of the large impact of air pollution across borders in Japan, and that VOC regulations such as energy shift and diesel emission regulations are effective in Mexico.

The findings from this study were used to develop and evaluate ProAire (Program for Air Quality Improvement) in Mexico's three metropolitan areas: Mexico City, Guadalajara and Monterrey.

University's role in international cooperation

Professor KITAWAKI HIDETOSHI, Faculty of Global and Regional Studies, Toyo University

Objectives of a university are "education, research and feedback to the society", in which international cooperation is included in the feedback. Universities have international human network with developing countries through the acceptance of foreign students and field research. It is important to adapt Japanese research works into appropriate technology, and to feed them back to developing countries. Win-win relationship should be built through such activities. In the presentation, experiences of the presenter were shared including education of civil servants from developing countries, feedback of field research results etc.
