Signing of the Record of Discussions on ASEAN – JICA Food Value Chain Development Project

On 28 July 2023, the Japan International Cooperation Agency (JICA) signed the Record of Discussion (R/D) with the Association of Southeast Asian Nations (ASEAN) Secretariat for the ASEAN – JICA Food Value Chain Development Project. The Record of Discussion was signed by JICA Chief Representative to ASEAN, Yasui Takehiro; and Deputy Secretary-General ASEAN Economic Community Department of ASEAN Secretariat, Satvinder Singh. This is the second technical cooperation project to be implemented based on the Agreement on Technical Cooperation between the Association of Southeast Asian Nations and the Government of Japan concluded in May 2019, and the first time for the ASEAN Secretariat to sign a R/D.

This project aims to expand its achievements to the entire region and build a platform to mutually share and multiply the achievements of individual bilateral cooperation projects implemented in Southeast Asian countries related to food value chain development. JICA also hopes that the project of this kind will assist Japanese private companies in expanding their business in the region.

In this project, JICA will work together with the ASEAN Secretariat, the coordinating body, and the four relevant ASEAN Sectoral Bodies, namely (1) Sectoral Working Group on Crops; (2) Sanitary and Phytosanitary (SPS) Contact Points; (3) Sectoral Working Group on fisheries; and (4) Sectoral Working Group on Agricultural Cooperatives in order to achieve the project purposes. This project will contribute to achieve SDGs Goal 1 (No poverty); Goal 8 (Decent works and economic growth); and Goal 17 (Partnerships for the Goals).

With those sectoral cooperation, there will be 4 project outputs, such as (1) Measures development for the marketing and promotion of national and ASEAN Good Agriculture Practices (GAPs); (2) Capacities strengthening for the analytic of pesticide residue to strengthen SPS measures in ASEAN Member States; (3) Improvement on food safety in the fisheries sector is through the promotion of Good Aquacultural Practices (GAqP) and the development of guidelines and related policies on inspection mechanisms and Strategies for promoting Public and Private Partnership/PPP based Food Value Chain.

Through this Technical Cooperation, JICA will continue to work on development issues with ASEAN Secretariat for the welfare of its member states.
