ASEAN Regional Disaster Emergency Response Simulation Exercise (ARDEX-25) in Phnom Penh, Cambodia ‐ARCH Provided a technical support for the Cambodia Ministry of Health‐
From July 21st to 24th, the ARCH Project team provided a technical support for the ASEAN Regional Disaster Emergency Response Simulation Exercise (ARDEX-25) hosted by the National Committee for Disaster Management (NCDM) of the Kingdom of Cambodia in cooperation with the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre), through the ARCH Project Working Group colleagues in Ministry of Health Cambodia.
ARDEX is an opportunity to test and evaluate the ASEAN’s emergency disaster response mechanisms align with the ASEAN Standard Operating Procedures for Regional Standby Arrangements and Coordination for Joint Disaster Relief and Emergency Response Operations (SASOP), the Joint Cooperation and Coordination of ASEAN (JOCCA) and On-Site Operations Coordination Centres (OSOCC) activation through the AHA Centre, as well as to exercise the national emergency and disaster operation by confirming the law and regulation in the host country.
Exercise scenario: Large scale flood around the capital
ARDEX-25 marks the second iteration to test the integration of EMT SOP into the ASEAN SASOP, following the ARDEX 2023 held in Yogyakarta, Indonesia. This simulation exercise not only enabled the Ministry of Health Cambodia to assess collaboration with the Urban Search and Rescue (USAR) Teams during Water Rescue Operations but also aimed to test the coordination of International and National Emergency Medical Teams (EMT).
Throughout the exercise, the ARCH Project team, with the Japan Advisory Committee (JAC) of the ARCH Project, worked collaboratively with the Ministry of Health Cambodia, particularly on data management and medical operation activities during the Field Training Exercise (FTX).
