Conducting a Cybersecurity Capacity Maturity Assessment in Cambodia (September 25-28, 2023)
To assess the maturity of Cambodia's national cybersecurity capabilities, the project used the Cybersecurity Capacity Maturity Model (CMM), an assessment methodology developed by the Global Cyber Security Capacity Center (GCSCC) of Oxford University. To conduct this assessment, we invited three researchers from Oxford University to conduct consultation meetings with stakeholders related to cybersecurity in Cambodia from 25 to 28 of September 2023. A total of 164 stakeholders from various organizations including ministries, educational institutions, private companies, and development partners participated in the consultation meeting. Oxford University researchers compiled the information from the consultation meeting and rated Cambodia's cybersecurity maturity on a 5-point scale, using the five dimensions below. The results of this assessment and recommendations for improving maturity were then compiled into a report. The project will incorporate the assessment results into the project's indicators, and MPTC will use the recommendations in its consideration of policy documents to promote the development of Cambodia's cybersecurity environment.
