Report on the Results of the Cybersecurity Capacity Maturity Assessment in Cambodia (March 5, 2024)
The project used the Cybersecurity Capacity Maturity Model (CMM), an assessment methodology developed by the Global Cyber Security Capacity Center (GCSCC) of Oxford University, to evaluate the maturity of Cambodia's national cybersecurity capabilities. Cybersecurity maturity assessment was conducted in September 2023.
The results of this maturity assessment were compiled into a report in December 2023, and a seminar to share the results was held on March 5, 2024 for the stakeholders (ministries, educational institutions, private companies, and development partners) who attended the consultation meeting in September 2023.
At the seminar, officials from the Ministry of Post and Telecommunications (MPTC), the project implementing agency, explained the evaluation results and recommendations for each of the following five dimensions.
Many of these recommendations have been incorporated into Cambodian government policies, and it is expected that the evaluation results will improve in the future as the Cambodian government and MPTC improve the cybersecurity environment.
Dimensions:
(1) Developing cybersecurity policy and strategy
(2) Encouraging responsible cybersecurity culture and society
(3) Building cybersecurity knowledge and capabilities
(4) Creating effective legal and regulatory frameworks
(5) Controlling risks through standards and technologies
