Study Tour (March 17, 2024)

Study tour to Viet Nam, Singapore, Indonesia, and Thailand was conducted from 16-26 of March 2024 for the purpose of discussing and exchanging information on specific policies, laws, standards, and implementation cases that will be helpful in enacting laws necessary to enhance cyber security in Cambodia.

The five participants from Cambodia included the Secretary of State of the Ministry of Post and Telecommunications (MPTC), the Director General of the General Department of ICT, the Director and Deputy Director of the Department of ICT Security, and an advisor under the MPTC.

The participants discussed with government ministries and national CSIRTs (Computer Security Incident Response Teams) in charge of cybersecurity in each country, as well as organizations that develop cybersecurity and information security laws and regulations, and organizations that implement cybersecurity in specific sectors.

Through this study tour, participants learned that policies, laws, and regulations related to cybersecurity and personal data protection in each country differ in various aspects, such as content and the order of enactment, depending on the situation and background of each country. They also learned that it is important to consider the situation of each country when enacting laws. The study tour finally provided important lessons learned, such as the need for coordination at the national, regional, and international levels for cybersecurity, personal data protection, and incident response.

The Project plans to share the results of this study tour within the Cambodian government and submit a proposal (a report) to the Cambodian government. A joint session at an international conference is also considered.
