Awareness Training on Mastering Cybersecurity Hygiene and Online Scam Prevention for Local Government Authorities (26th June and 3rd July 2026)

The awareness training “Mastering Cybersecurity Hygiene and Online Scam Prevention” was conducted for local government officials in Sihanoukville Province on 26th June 2026 and Kampot Province on 3rd July 2026.

As part of the project activities, awareness raising activities are implemented to enhance cybersecurity awareness among government officials and promote safe digital practices. This training was designed to provide participants with fundamental cybersecurity knowledge and practical skills to protect themselves and their organizations from cyber threats and online scams. Officers from the Ministry of Post and Telecommunications (MPTC) were responsible for planning and delivering the training.

The training covered the following four topics:

(1) Cybersecurity Hygiene Fundamentals
This session introduced the importance of cybersecurity in order to promote digital society in Cambodia and covered essential security measures, including creating strong passwords, enabling two-factor authentication (2FA), and regularly updating software and mobile applications.
(2) Securing Digital Tools
This session introduced safe practices for using commonly used digital services, including privacy settings and account protection measures for popular messaging applications, risks associated with public Wi-Fi usage, and security precautions for mobile banking services.
(3) Anatomy of Online Scams
This session introduced common online scam techniques, including phishing attacks that redirect victims to fraudulent websites, malicious links, and impersonation scams involving individuals posing as bank officials or other trusted entities.
(4) Pig Butchering and Emerging Technologies
This session introduced the characteristics of Pig Butchering scams, in which victims are manipulated into fraudulent investment schemes. It also covered emerging threats involving the malicious use of Artificial Intelligence (AI), such as deepfake videos and voice impersonation attacks.

The awareness training attracted a total of 57 participants in Sihanoukville Province and 66 participants in Kampot Province, all of whom were officials from local government authorities. Through lectures, case studies, and active discussions, participants enhanced their understanding of cyber threats and online scam techniques while learning necessary response measures in the event of cyber incidents. They also gained knowledge of initial response procedures and reporting mechanisms to relevant organizations when cyber incidents or fraud cases occur.

Through the training, participants strengthened their fundamental knowledge of safe digital practices and enhanced their awareness of online threats, including increasingly sophisticated and diverse forms of phishing and impersonation scams. It is expected that the knowledge and experience gained through this training will be applied to improve cybersecurity awareness and promote safer digital behavior within local government authorities, thereby enhancing the overall cybersecurity resilience in Cambodia.

In addition, this training program aligns with the direction of the “Digital and Cybersecurity” sector under the Growth Strategy advocated by the Government of Japan, as it supports digital transformation through the development of cybersecurity human resources, the enhancement of security awareness within government institutions, and the establishment of secure digital infrastructure. In particular, improving the cybersecurity response capabilities of government officials and strengthening their ability to address cyber threats, including online fraud, contribute to building the foundation for a safe and secure digital society and for sustaining long-term economic growth.
