Holding of the 4th Joint Coordinating Committee Meeting on The Project for Improvement Cyber Resilience in Cambodia (September 10, 2026)

The 4th Joint Coordinating Committee (JCC) meeting was held on September 10, 2026. The meeting was attended by representatives from the Ministry of Post and Telecommunications (MPTC), the project implementing agency, JICA Headquarters and the JICA Cambodia Office, as well as government agencies related to cybersecurity in Cambodia, including the Ministry of Interior, the Ministry of Economy and Finance, the Ministry of Foreign Affairs and International Cooperation, the Ministry of Commerce, the Ministry of Health, the Ministry of Public Works and Transport, the National Bank of Cambodia and so on.

This JCC was convened as the final meeting of all project stakeholders under the Project, which has been implemented from May 2023 to October 2026. During the meeting, the project team, consisting of MPTC officers and JICA experts, presented the Project's achievements and reviewed its implementation progress with all participants.

Throughout the Project, various activities were implemented, including certification training programs(*), hands-on exercises, and the development of operational procedures to strengthen the capacity of Cyber Security Incident Response Teams (CSIRTs). The Project also conducted awareness-raising activities for university students, government officers, and local government officers, as well as studies and recommendations related to cybersecurity laws, regulations, and policies. Through these activities, the Project contributed to the development of cybersecurity professionals and strengthened organizational capacities in Cambodia.

The meeting also reviewed the results of project activities and the completion evaluation. It was confirmed that all planned activities had been successfully implemented and that the Project purpose and all expected outputs had been achieved. In particular, the effectiveness of the Project's human resource development activities was highly recognized. The training programs and practical exercises enhanced the cybersecurity knowledge and skills of personnel in MPTC and other government agencies, contributing to improved CSIRTs operational capabilities. In addition, awareness-raising activities improved cybersecurity knowledge and awareness among government organizations and related stakeholders, thereby contributing to enhanced cyber resilience in Cambodia.

The lessons learned and remaining challenges identified through the Project were also shared among the participants, and discussions were held on measures to sustain and further utilize the Project’s achievements. Participants confirmed that the Project had made a significant contribution to strengthening cybersecurity capacity in Cambodia. In addition, a new phase of the Project (Phase 2), which is planned to begin in 2027, was introduced. Building upon the foundation and partnerships established through the current Project, Phase 2 is expected to further strengthen the cybersecurity ecosystem to contribute sustainable capacity development in Cambodia.

This Project contributes to strengthening “Digital and Cybersecurity,” which is recognized as one of the 17 priority strategic fields under the Growth Strategy promoted by the Government of Japan. Strengthening Cambodia’s cybersecurity capabilities and its framework for public-private collaboration will help mitigate cross-border cyber threats and enhance cyber resilience across the ASEAN region. Furthermore, the Project is expected to contribute to the development of a trusted digital economy between Japan and ASEAN by fostering a secure and reliable digital environment. Even after the completion of this Project, JICA will continue to promote cooperation toward building a secure and reliable digital society that benefits both Cambodia and Japan, as well as enhancing cyber resilience across the ASEAN region.
