Follow-up Training for Training in Japan: Open-Source Intelligence (OSINT) Training (September 12 and 13, 2024)

Open-Source Intelligence (OSINT) training was conducted as a follow-up training for two days on 12 and 13 September 2024 for 10 officers from Ministry of Post and Telecommunications (MPTC) who are engaged in cybersecurity practices. The training provided a lecture on OSINT methods and tools, one of the ways to respond to cyber attacks, and a hands-on exercise utilizing a virtual environment. OSINT is a method of collecting and analyzing public information and internet data to organize threat information, and various tools and platforms are available to the public. With the urgent need to respond to increasingly sophisticated cyber-attacks in recent years, the participants learned practical techniques such as analysis methods using OSINT and specific usage of various tools so that they can detect cyber attacks and threats at an early stage and take appropriate countermeasures.

The lecturer for this follow-up training was the officer of MPTC who participated in Training in Japan (JICA Knowledge Co-Creation Program, KCCP) “Defense Practice Against Cyber Attacks” in May 2024, and this follow-up training was held for the purpose of sharing the knowledge gained from the Training in Japan widely within MPTC. The consultant team that conducted the Training in Japan also provided technical assistance and a virtual environment for the hands-on exercise in the follow-up training on-site in Cambodia.

It is expected that the participating officers will apply the knowledge and skills gained from this training to their practical work, thereby strengthening cybersecurity within the organization. The project will promote cybersecurity incident response capacity in Cambodia by providing knowledge sharing and ongoing training opportunities.
