ケニア中央医学研究所でのResearch Management & Administration内部研修の立ち上げ

KEMRIでは、COVID-19パンデミックの際に、研究者に過度の負担がかかったことから、主に事務職員を研究管理・運営者（Research Management & Administration人材; RMA人材）として養成し、研究者とRMAの協働体制を強化することを目指すことになりました。

2023年7月から2024年2月にかけて、京都大学（学術研究展開センター/KURA、ヒト生物学高等研究拠点/ASHIBi）のUniversity Research Administrator (URA)の方々にご協力いただき、KEMRIの職員にRMAの基礎を学ぶ研修（オンライン及び日本とケニアでの対面での講義等）の機会を提供すると同時に、京都大学の経験を参考に実施した、グラントマネジメント、人事管理などのKEMRI組織内の他部門のスタッフには分かりにくい複雑な事務作業や関連する規則・規程を研究者にわかりやすく可視化するための一連のワークショップ「KEMRI RMAマッピングプロジェクト」を、KEMRIでのRMA内部研修の一部として実施しました。2024年3月、KEMRIでの初回のRMA内部研修に参加した20名が、KEMRI所長とJICAケニア事務所長から研修修了を認定されました。

なお、KEMRIでは、RMA内部研修を契機として、RMAの重要性への機運が高まり、2024年2月に開催された第14回KASH（KEMRI等が主催する年次学術大会）の初日に、事務部長のMr. Wachiraを中心として、約1,000人が参加した本会議場で「KEMRI RMAローンチ」が実施されました。この時、Wachira部長は、KEMRIがRMA強化のための人材育成の取組を開始した経緯を説明し、今後さらに、KEMRIでのRMAの強化を図ること、さらにKEMRIからケニア国内と周辺国にも拡大していきたいと述べました。　

KEMRIでのRMA人材の育成には、これまで、京都大学、長崎大学、金沢大学等が協力してくださっています。KEMRIでは、引き続き日本の大学等との交流を深めて、日本の経験から学び、KEMRIが国際的な水準を満たすRMA人材の研修が提供できるようになることを目指しています。

First Implementation of Research Management & Administration internal training at KEMRI

KEMRI, in response to the excessive burden placed on researchers during the COVID-19 pandemic, decided to train mainly administrative staff as Research Management & Administration personnel (RMA personnel) in order to strengthen collaboration between researchers and RMA personnel.
From July 2023 to February 2024, KEMRI staff received training in the basics of RMA (online and face-to-face in Kenya) with the cooperation of University Research Administrators (URA) from Kyoto University (KURA and ASHIBi). The workshop was conducted based on Kyoto University's experience to visualize complex administrative tasks and related rules and regulations, such as grants management and human resource management, etc. which are difficult to understand for staff in other departments within the KEMRI organization, making it in a way that is easy for researchers to understand. A series of workshops “KEMRI RMA Mapping Project” was conducted as part of the RMA internal training. In March 2024, 20 participants in the first batch of RMA internal training at KEMRI were certified by the Director General of KEMRI and Chief Representative of JICA Kenya Office as having completed the training.
The internal RMA training provided momentum for the importance of RMA at KEMRI, and on the first day of the 14th KASH (KEMRI Annual Scientific Conference organized by KEMRI and others) held in February 2024, Mr. Wachira, Director of Directorate of Corporate Service, led a “KEMRI RMA Launch” in the plenary hall attended by about 1,000 people. At that time, Mr. Wachira explained how KEMRI has started human resource development efforts to strengthen RMA, and stated that KEMRI would like to further strengthen RMA at KEMRI, and from KEMRI, expand it to Kenya and neighboring countries.　
Kyoto University, Nagasaki University, Kanazawa University, and others have been cooperating in the development of RMA systems at KEMRI. KEMRI will continue to deepen exchanges with Japanese universities and other institutions to learn from the Japanese experience and to enable KEMRI to provide training for RMA personnel that meets international standards.
