Strengthening Provincial Leadership in NCD Planning: Kampong Cham PHD Develops Unified Action Plan

On 12–13 May 2025, a 2-day Action Plan Workshop was held in Phnom Penh. The workshop aimed to support Kampong Cham Provincial Health Department (PHD) in developing its Action Plan for NCDs and aligning provincial efforts with the National Strategic Plan for NCDs 2022–2030.

With technical support from Preventive Medicine Department from Ministry of Health and JICA, Kampong Cham PHD developed NCD Action Plan. Participants agreed to incorporate project-supported activities-focused on diabetes, hypertension, and cervical cancer-into the PHD’s existing annual Provincial Action Plan. This new plan includes columns on activity, person in charge, budget source, frequency, and means of verification, making it as a foundation for smooth planning, budgeting, and monitoring in collaborative manner.

Through interactive sessions, participants clarified institutional roles, reviewed project ownership, and discussed both long and short term goals. While the initial intent was to define a multi-year vision through 2027, the team agreed to ensure the execution of the current annual plan for prioritizing an effectiveness and monitoring system on the site.

Moving forward, JICA will participate in existing quarterly review meetings to help monitor progress on the integrated NCD activities.

This workshop marks a pivotal step in institutionalizing NCD planning in Kampong Cham—moving from fragmented efforts to an integrated, accountable, and locally owned approach within the existing provincial planning system.
