On January 21, a Roundtable Meeting on Cybersecurity Regulations and Trends was co-hosted by the Ministry of Digital Development, Innovation and Communications (MDDIC) and the Cybersecurity Council Working Group. The event brought together approximately 40 representatives from 17 cybersecurity-related organizations and facilitated active discussions across both the public and private sectors.

At the meeting, Professor YUASA delivered a keynote address on global trends in cybersecurity legislation, emerging challenges arising from technological advancements, and policy responses adopted in other countries. Following the presentation, participants exchanged views on the current state of Mongolia’s cybersecurity legal framework, challenges in legal enforcement, and potential directions for future legal reforms.

To support the upcoming amendments to Mongolia’s cybersecurity law, Professor YUSAS provided several key recommendations. First, he emphasized the importance of distinguishing between globally shared challenges and Mongolia-specific issues, recommending the adoption of international best practices for the former while addressing the root causes of the latter through domestic solutions. Second, he highlighted the need to maintain an appropriate balance between political leadership and inter-agency coordination when advancing legal reforms. Third, he recommended institutionalizing periodic legal reviews to ensure the continuous updating of legislation. Citing Japan’s Personal Information Protection Law, which mandates a legal review every three years, he stressed that Mongolia should begin preparations for subsequent revisions immediately after implementing the current amendments to the cybersecurity law.

During the visit, Professor YUASA also held discussions with Minister E.Batshugar of Digital Development, Innovation and Communications and Member of Parliament Ch.Anar, Head of the Sub-Working Group on Cybersecurity Law Reform. These exchanges provided an opportunity to discuss Mongolia’s cybersecurity policies, legal challenges, and future reform priorities, reaffirming the importance of sustained policy dialogue.

MDDIC has been discussing with Professor YUASA about the amendments to Mongolia’s cybersecurity law so far, focusing on the analysis of Mongolia’s cybersecurity legal framework and the development of recommendations for improvement. Professor YUASA’s visit further strengthened this collaboration and contributed to enhancing the effectiveness of policy-oriented research and recommendations.

While Mongolia has achieved a certain level of technical maturity in cybersecurity, it continues to face institutional challenges, including the fragmentation of resources due to the presence of multiple active CSIRTs, the protection of critical infrastructure, and the strengthening of public–private cooperation. Going forward, the project will continue to support the development of legal and regulatory frameworks tailored to Mongolia’s national context and provide ongoing follow-up to promote sustainable cybersecurity governance.
