Professor Harumichi Yuasa of Meiji University Visits Mongolia

From June 7 to 10, 2026, Professor Harumichi Yuasa of Meiji University made his second visit to Mongolia following his first time in January, where he participated in discussions on the development of cybersecurity legal frameworks and attended a seminar on critical information infrastructure protection (Critical Information Infrastructure).
On June 9, Professor Yuasa delivered a lecture at a seminar co-organized by this project and Mongolia’s Ministry of Digital Development, Innovation and Communications (MDDIC). In his lecture, he introduced Japan’s legal framework for critical infrastructure protection, as well as the latest trends in cybersecurity utilizing AI. Approximately 170 participants from 124 critical infrastructure-related organizations in Mongolia attended the seminar, where active discussions and exchanges of views took place.
On June 10, Professor Yuasa also participated in a public consultation meeting on the draft Cyber Resilience Law, which is currently being developed in Mongolia, and shared examples from Japan’s legal and institutional frameworks. The meeting included discussions on audit systems, the role of CSIRTs (a specialized organization that supports responses to cyberattacks), public-private partnership, and cyber sovereignty in the age of AI.
While Mongolia has made steady technical progress in the field of cybersecurity, the further development of legal frameworks and stronger coordination among relevant organizations remain key challenges. As cyberattacks transcend national borders, enhancing Mongolia’s security also helps to protect Japan itself. This visit served as an important opportunity to support the strengthening of Mongolia’s cybersecurity framework through continued cooperation between Japan and Mongolia.
