Training for local government officials, an online fraud prevention campaign, and practical training by Armoris delivered

The Project for Development of Human Resources in Cybersecurity in Mongolia is advancing a range of initiatives, including training for civil servants, capacity building through practical exercises, and campaigns to prevent online fraud. In June 2026, officials from JICA headquarters visited the country to review the progress of these activities and hold discussions with relevant organizations. During the visit, she reviewed the implementation of training programs for civil servants, practical cybersecurity training, and the nationwide online fraud prevention campaign, while also exchanging views with project stakeholders on the remaining activities leading up to the project's completion.
As part of the visit, the delegation traveled to Tuv Province to observe a pilot training program for local civil servants conducted under the project. The training aims to strengthen digital competencies among civil servants in local governments. Through discussions with the Director of the Governor's Office and other local officials, the strong demand for cybersecurity and digital literacy capacity development in rural areas was shared.
The delegation also discussed with Tuv local police for the implementation of the nationwide online fraud prevention campaign, which has been carried out since May in cooperation with the National Police and other partner organizations. In Tuv Province, local police officers have been visiting households to distribute leaflets and brochures developed by the project, demonstrating a community-based approach to public awareness raising. These efforts have been well received by local communities, and a second phase of the campaign is planned for September–October 2026.
In addition, a practical cybersecurity training course, "Dynamic Malware Analysis and Open-Source Intelligence (OSINT)," was conducted by Armoris during this period. This course represented the fourth and fifth sessions of the project's continuous training program, where participants acquired hands-on skills in malware analysis and OSINT-based investigation techniques. The sixth session, "Cyber Attack & Defense Exercise (Blue Team Exercise)," is scheduled to begin on 28 September 2026. In addition to participants from Mongolia, three trainees each from Uzbekistan and Kyrgyzstan are expected to join the exercise, providing an opportunity to strengthen knowledge sharing and professional networks across Central Asia.
During the visit, discussions were also held on the remaining activities leading up to the project's completion in January 2027. JICA and its Mongolian counterparts will continue working closely together to establish a sustainable cybersecurity human resource development framework and further enhance public awareness of cybersecurity throughout the remaining project period.
This cooperation is meaningful not only for strengthening Mongolia’s cybersecurity capacity, but also for Japan. Cyber threats such as online fraud and malware spread across national borders. Therefore, improving the response capacity of Mongolian government institutions and local communities also contributes to securing a safer cyberspace for Japanese companies, relevant organizations, and ultimately the people of Japan.
Through this project, relationships of trust and human networks are being built between government officials and practitioners in both countries. Deepening day-to-day cooperation in the field of cybersecurity will also be useful for information sharing and coordination in the event of a serious cyber incident in the future. Such continued cooperation will help enhance trust that supports the digital society and contribute to stable relations between Japan and Mongolia.
