News#27 Final JCC Meeting Marks Successful Completion of METRAP-Maputo Project (October 2025)
On October 30, the final Joint Coordinating Committee (JCC) meeting for the JICA METRAP-Maputo project was held at the Hotel Rovuma in Maputo. This meeting marked the successful completion of the three-year technical cooperation project implemented by the Maputo Municipal Council (CMM) and the JICA Expert Team.
During the event, Project Manager, Ms. Helena Tito announced that all planned activities had been successfully completed.
Among its main achievements, the project successfully integrated the route and timetable data of EMTPM buses into the international Google Maps platform via the GTFS service, allowing citizens to plan journeys in real time using their smartphones. Other significant deliverables included the Strategic Implementation Master Plan for the Urban Transport System (SIMPUT-Maputo), digital mobility monitoring dashboards, and a memorandum of understanding with the National Communications Institute of Mozambique (INCM) for analyzing call detail records (CDR). Additionally, a pilot project at the Zimpeto Bus Terminal led to improvements in pedestrian safety and bus flow, although space occupation by informal vendors remains a recognized operational challenge. The project also established Multimodal Transport Hub and Transit Mall Guidelines to promote transit-oriented development.
Looking ahead, Administrator of AMT, Dr. Armando Bembele called for continued Japanese support to monitor progress and expand the initiative nationwide. Ms. Sulimara TAKAHASHI, Deputy chief representative in JICA Mozambique Office, emphasized that future supports strictly depends on the capacity of Mozambican institutions to capitalize on and maintain the project's technical legacy. In response, Project Director, Mr. Fernando Uache reaffirmed the municipality’s determination to ensure the sustainability of all achieved goals and disseminate the project's legacy.
