News#9 Collaborative Strategies and Legal Frameworks Discussed (December 2023)

The 3rd meeting of the Technical Working Group for Output 3 was held on December 7th, 2023. The meeting commenced with Ms. Loide, the Deputy Director of DMTT, highlighting the importance of teamwork in the development of critical infrastructure such as the Multimodal Hub. Following her opening remarks, Ms. Helena Tito, representing the Study and Projects Department of DMTT, shared her insights acquired from a recent JICA training course (Knowledge Co-Creation Program “Urban Solutions” in Japan. The session continued with a presentation on the updates of TWG 3 activities, led by the JICA experts, which prompted engaging discussions among the participants. During the discussions, the importance of incorporating the legal framework for environmental licensing in Maputo was underscored, emphasizing compliance with both Municipal laws and the National laws relevant to the proposed infrastructures. The topics covered included the Overall Procedure of Multi-modal Transport Hub Development, with a draft of Multi-modal Transport Hub Development Guideline for review. This stimulated discussions on premilitary concepts such as the potential involvement of the private sector and consideration regarding the adjacent markets. Additionally, a Transit Mall Case Study in Maputo was presented, initiating discussions on potential candidate terminals, and exploring strategies to enhance their viability and integration within the transport network.
