News#5 Report on the Progress of the Technical Cooperation Project and the Review Results of the Urban Transportation Master Plan (September 2023)

2nd JCC meeting

The 2nd meeting of the Joint Coordinating Committee (JCC) for the Project for Improvement of Urban Public Transport System in Maputo was held on September 6, 2023. In the meeting, the progress of the project’s three technical working groups was reported by counterparts and experts. The reports included review of the Comprehensive Urban Transport Master Plan for Greater Maputo (2014 M/P), capacity development plans for bus operations and management, and guidelines for the development procedures of multimodal transport hubs and transit malls. Discussions were also held regarding the way forward.
Mr. Nelson Gustavo Massango, the Director of the Directory of Mobility Transit and Transport (DMTT) of the Maputo Municipal Council, stated in his opening remarks that this project has the potential to address well known challenges in urban transportation mobility and cater to the needs of the broader Maputo metropolitan area, not just the city of Maputo.
The Project experts presented the results of the review of the 2014 M/P and proposed additional perspectives to the vision articulated in the master plan, with aim to promote a socially and environmentally sustainable urban transport system for the "international gateway city." These additional perspectives included ideas such as "providing integrated mobility services from the user's perspective," "encouraging the mobility service industry," and "challenging the transition to a carbon-neutral transport system." These ideas were discussed and approved.
