Japan's Infrastructure Export Strategy and the Japanese government supporting structure

In December 2020, Infrastructure System Overseas Promotion Strategy 2025 was formulated. It aims to win orders for infrastructure worth approximately 34 trillion yen by 2025, with the objectives of (1) Achieve economic growth through carbon neutrality and digital transformation, (2) Contribute to resolving social issues and achieving SDGs in partner countries, (3) Realize Free and Open Indo-Pacific(FOIP). In order to achieve the new government targets, the public and private sectors will need to work more closely together and take measures that meet market needs.

We explains the current status of the Ministry of Economy, Trade and Industry's measures to support the overseas promotion of infrastructure, such as the Feasibility Study Project for the overseas promotion of quality infrastructure (energy infrastructure).

Expanding sewerage infrastructure overseas requires "providing sewerage services" that integrate technology from construction to operation and management of sewerage facilities.

In Japan, according to the provisions of the Sewerage Law, local governments are responsible for the overall management of the sewerage business, from project planning to management. On the other hand, the private sector developing new technology and manufacturing facilities has difficulty providing integrated sewerage services.

We will report on the collaborative efforts by public organizations to support private companies that are trying global expansion.

The City of Yokohama is developing a program called the Y-PORT project, an international cooperation project that facilitates collaboration with the public and private sectors, sharing our own experience and know-how acquired by overcoming various environmental problems and urban issues caused by rapid population growth and urbanization, and the strengths of various environmental technologies owned by SMEs in the city.

Through the Y-PORT project, Yokohama will build relationships with cities such as Bangkok and Da Nang. In collaboration with private companies and academic institutions, we will engage in grassroots projects to address urban issues faced by developing countries, including environmental measures. This seminar will introduce these efforts and future developments.

Achievements through grassroots cooperation (Inter-municipal cooperation)

Mr. HIMURO Atsushi, Senior Officer, Nagoya City Waterworks and Sewerage Bureau, Nagoya City

Mexico City and Nagoya City formed a sister city affiliation in 1978, and have been promoting goodwill and exchange programs between the two cities. As part of this exchange, we began technical cooperation in Mexico City in fiscal 2005, when we provided technical assistance for water quality management at the Mexico City Water and Sewerage Department.

Since then, we have continued to provide technical cooperation, and are currently working on a project to strengthen earthquake resistance in water works and sewage systems, which started in fiscal 2019. Although COVID-19 occurred just after the start of this project, we are steadily advancing the project thanks to the ambitious efforts of the relevant organizations in Mexico City.

As part of this collaboration agreement that began in February 2020, earthquake resistant measures are established and strengthened for hydraulic infrastructure in response to emergencies generated by an earthquake, as well as training for SACMEX operational personnel for prompt emergency response.

In Honiara city, the capital of the Solomon Islands, there is an urgent need to improve the environment for the health and hygiene of many citizens, especially children, such as the frequent outbreaks of malaria. It has been pointed out that there is a lack of social norms for citizens, such as delays in infrastructure development and littering of garbage. For these reasons, we have been implementing this project for the purpose of developing systematic and continuous environmental education and learning activities for children who will carry out the next generation, in collaboration with the Public-Private sectors to promote sustainable community development in Honiara City.
