[South Africa] Creating a Rainbow of Hope Through Human Resource Development

South Africa hosted soccer FIFA World Cup in 2010 and has been attracting business from the world as an economic center of Africa. Located between the Atlantic and Indian oceans with abundant nature and diverse wildlife, the country is also popular as a tourist destination. Cape Town is known as one of the world's most beautiful cities.

Right next to those bright lights, however, the shadows of slums, unemployment and crime are spreading. Apartheid, a policy of racial segregation, was fully repealed in 1991, but various problems remain as part of a negative legacy. Black people and people of color still suffer from educational disparities and high unemployment resulting from decades-long social discrimination and a lack of educational opportunities.

In order to close the disparities and raise the standard of living of impoverished people, the country's human resource base should be strengthened. JICA is backing human resource development in a variety of fields in technical training such as skills training and science-and-math education. JICA has also been promoting the ABE Initiative, which offers graduate level educational opportunities to South African youth.

Various races live in South Africa, including blacks, whites, Asians and "colored," people of mixed race. Because of that diversity, South Africa is often referred to as "the Rainbow Nation."
