Activities in Egypt

The Project for Quality Improvement of Hospitals in Egypt (EH-QIPS)

Background and Objective

The health system in Egypt has been dramatically changing recently. The Universal Health Insurance (hereinafter referred to as UHI) System Law by Act No. 2 was promulgated in 2018, which has led high attention to the quality and safety of hospitals among not only hospital staff but also general public in Egypt.

The Project for Quality Improvement of Hospitals in Egypt (hereinafter referred to as EH-QIPS) has been launched since May 2019 by Ministry of Health and Population (hereinafter referred to as MoHP), later officially joined by General Authority for Health Care (GAHC), supported by Japan International Cooperation Agency (hereinafter referred to as JICA) as the technical cooperation project. The project aims at strengthening the quality and patient safety management system in Egypt based on the 5S-KAIZEN-TQM approach which is Japanese quality management methodology and has been introduced in more than 20 countries.

The project is also expected to contribute to enhance the capacity of quality and patient safety in the public hospitals under the transition of UHI systems through 5S-KAIZEN-TQM approach, and to sustain appropriate condition even after the hospitals are accredited under UHIS.


Project Summary

Project Purpose:

Establishment for quality and patient safety improvement of hospital services of target hospitals is strengthened.

Target:

Selected 50 Public hospitals in 26 Governorates under MoHP/GAHC

Training for hospital managers and trainers:

Four (4) trainees from each 50 target public hospitals, total of approximately 200 trainees including hospital managers.

Project Period:

From May 2019 to April 2024

Main Project Activities

  1. Development of Quality and Safety Guide
  2. Development of Training Manual
  3. Training.
    • Training for National Facilitators:
      Experienced healthcare workers selected by MoHP are trained as "National Facilitators" for the project and support training for hospital staff and M&E activities.
    • Training for hospital managers:
      Hospital directors/Deputy directors are trained regarding hospital management by the National Facilitators and the Project
    • Training for hospital trainers
      Hospital trainers, who are quality managers and staff from quality department, are trained regarding quality and safety by the National facilitators and the Project.
    • Training for hospital staff:
      Hospital staffs are trained regarding quality and safety by the hospital trainers with the support of National Facilitators.
  4. Monitoring and Evaluation (M&E)
    The project supports internal M&E implemented by hospitals themselves and external M&E conducted by Health Directorate of Governorates or GAHC.
