The Project for Promotion of Regional Initiative Soild Waste Management (J-PRISM)

Project Background
Over the several decades, waste, management has become a major concern for small island countries in the Pacific region as poorly managed waste has the potential to cause negative impacts on national development activities, including Tourism and Trade, Food supplies, public health and the environment.

In order to assist the Pacific Island Countries (PICs) in tackling the waste management problems, the Japanese Government pledged its assistance to PICs in the field of solid waste management at the second Japan-Pacific Leaders Meeting (PALM) in 2000. In response to this JICA commenced solid waste management support through technical co-operation from late 2000 for five years. During this five years period experts were dispatched to hold third country trainings and also rehabilitation of the exiting landfill as a demonstration project in Samoa using the "Semi-Aerobic Landfill Method". This was further strengthened by technical cooperation projects implemented both on a regional and bi-lateral basis, in response to PALM 2003 and 2006.

In 2009 the Government of Japan received a number of requests from fourteen (14) PICs for Japan's support of improved solid waste management. The eleven PICs are as followed; Federated States of Micronesia, Republic of the Fiji Islands, Republic of Kiribati, Republic of Marshall Islands, Republic of Palau, Independent State of Samoa, Solomon Islands, Kingdom of Tonga, Tuvalu, Republic of Vanuatu, Cook Islands, Niue and Nauru. These requests were adopted by the Government of Japan in April 2010 with the condition that they would be integrated as one (1) regional technical cooperation project.

Project Period:
October 2010 till September 2015

Project Budget:
JP\ 800 Million (US$ 10 Million)

Target Areas:
Fourteen (14) Pacific Island Countries.

Overall Goal of the Project;
Sustainable Management of Solid Waste in the Pacific Region is enhanced

Project Purpose:
Human and institutional capacity base for sustainable Solid waste management in the Pacific Region is strengthened through implementation of the Pacific Regional Solid Waste Management Strategy

Expected Outputs;

  1. Each member country has implemented identified priority strategies harmonized with the Pacific Regional Solid waste Management strategy to realized solid waste management in areas including sustainable financing, integrated solid waste management, legislation, awareness, communication and education, environment monitoring, policy, planning and performance and
  2. Advance cross border and region wide improvement of solid waste management and enhanced regional and national policy capacity for sustainable solid waste management.
