The Project of Capacity Development for the Implementation of Agricultural Insurance conducted a two-day training for trainers (TOT) of AUTP (Indemnity based agricultural insurance for paddy) in Malang District, East Java on 21-22 March 2022 with the total of 54 participants. AUTP has begun since 2015 by the Ministry of Agriculture as the public agricultural insurance scheme and the Project has been supporting the implementation of AUTP at East Java and South Sulawesi as the pilot districts.

TOT has been conducted twice so far, mainly for agricultural extension workers with aims to improve understanding and sustainability of AUTP, however due to the COVID-19 pandemic, the trainings were conducted online. This time the participants gathered at the BBPP (Agricultural Training Center) Ketindan, however several instructors still participating via online. Since this was the third and the final training to be conducted under the Project, the participants include not only extension workers, but also 10 potential instructors from Widayiswara (Trainers under BBPP). The Project and the Ministry of Agriculture had a series of discussions with the BPPSDMP (Agricultural Human Resources Extension and Development Agency) to invite Widayiswara in order to ensure the sustainability of training program on AUTP. It is expected that Widayiswara will serve as lecturers of the future trainings on AUTP. Other participants included 10 farmers' group leaders, pest control officers and Malang district Agriculture Department officials.

The TOT covered the whole procedure of AUTP, including sales promotion, insurance subscription procedures, loss adjustment methods, the application procedures and payout of insurance claims in the event of crop failure. In addition, group work was conducted to create an action plan for the promotion and socialization after the training. Compared to the previous online training sessions, the participants were very active in exchanging their opinions and questions. Widayiswara, who will be lecturers in the future, served as facilitators during the group work, which included hands-on practice with online applications and the creation of concrete action plans for socializations.

Madkur, one of the farmer group leaders participated in this training said, "The training was a great opportunity to learn more about agricultural insurance. To increase number of subscriptions of AUTP, opportunities to hear clear explanations and promotional brochures would be helpful." Akhmad Nendra, an extension worker with experience selling AUTP said "Farmers tend to be reluctant to pay even if it is only 20% defrayment. Also, in our experience in 2019, we had about 20 hectares crop failure, but the insurance actually paid for 6 hectares. Since it takes two weeks for JASINDO to conduct loss adjustment after it occurs, many farmers would rather move on to the next cropping operation even if they don't get the insurance payout than leave the field as is. In order to promote sales, JASINDO needs to distribute promotional tools, holding socializations and make sure to distribute an active consultation contact at Jasindo."

Team members of this technical cooperation plan to visit Malang again in two months to check the progress of the action plan and review the results of this TOT.
