Surveys and Studies for Reconstruction Assistance

Basic Study on the Project Formulation for Reconstruction and Rehabilitaion of Infrastructure in Iraq

The Government of Japan has pledged to provide assistance of up to $3.5 billion mainly through concessional loans (Yen loans) in order to meet the medium-term reconstruction needs in Iraq.

In addition to priority sectors of grant aid assistance for immediate reconstruction needs, infrastructure such as telecommunication and transportation are added as priorities for the mid-term assistance up to 2007.

In this study, JICA collected and analyzed basic data, and came up with the infrastructure reconstruction program. The program was formulated in line with the Emergency Grant Aid program and designed to enhance unity and coexistence for the future Iraq.

Targeted sectors include roads/bridges, railroad, airport/port, information technology/telecommunication, water resources, electricity/energy, food/agriculture, health and education/vocational training. The program was drawn up with a long list of priority projects based on the needs and the development policy in each sector. A public awareness survey was also conducted and analyzed results were taken into account.

The proposed long lists will undergo further examination. Feasibility studies will be carried out during the next phase.
