Development of basic ICT and manager training materials for the National Academy of Governance (NAoG)
The project has developed training materials for the Basic ICT Training Course targeting newly recruited and third-year public servants at the National Academy of Governance (NAoG). To ensure comprehensive and structured content coverage, the materials are based on the EU-developed “DigComp 2.2: The Digital Competence Framework for Citizens – With new examples of knowledge, skills and attitudes” (Reference: https://publications.jrc.ec.europa.eu/repository/handle/JRC128415 ).
By aligning with this internationally recognized framework, the training materials can be regularly updated in accordance with future revisions of DigComp, thereby ensuring that public servants receive up-to-date knowledge in the rapidly evolving ICT field.
Recognizing the unique needs of public administration, additional content specific to the public sector was incorporated into the curriculum. A workshop was held to identify and discuss the public administration–oriented components to be added to the framework-based structure.

Based on the DigComp framework and the supplementary content, a draft version of the training materials was developed, followed by a trial training session conducted at NAoG. The feedback and suggested improvements gathered during the trial will be reflected in the final version of the materials.
As the next step in the project, development has begun on training materials for the Manager-Level Course, which is based on the Information Security Management System (ISMS). This course consists of three levels: Section Chief, Director, and Vice Minister. Workshops to draft syllabi for each level were held on June 6 and 19, 2025. The procurement of the Section Chief-level materials has been completed, and preparations are currently underway for the development of materials for the Director and Vice Minister levels.
