The 3rd Study Mission for Strategic Leaders in Japan
From July 7 to 15, 2025, a 9-day program was organized in Japan for a total of 16 participants, including 8 vice-minister-level leaders from the Party, central and local governments and 8 director-level officials from related organizations.
This program is designed for the officials who have completed classroom training at the Ho Chi Minh City National Academy of Politics (HCMA), which is responsible for developing human resources for the Vietnamese government and party officials. This is the third time the program has been held in Japan, following visits in October and December of last year.
Based on a request from the Vietnamese side, the main theme of the program in Japan was "Industrial, artificial intelligence (AI), digital transformation (DX), and semiconductor industry development in Japan today" as in the previous two programs in Japan.
During their visit in Tokyo, participants gained insights into Japan’s local government system, semiconductor policy, and the role of social welfare in addressing the challenges of an aging society with a declining birthrate. In Yokohama, they explored green transformation (GX) initiatives and public-private collaboration at the local level. Their visit to Fukuoka focused on DX efforts, while in Kumamoto Prefecture, they learned about regional strategies for promoting the semiconductor industry.
The delegation also made courtesy calls to the Japan-Vietnam Parliamentary Friendship Association, the Ministry of Foreign Affairs, the Ministry of Economy, Trade and Industry, Fukuoka Prefecture, Fukuoka City and Kumamoto Prefecture and strengthened their network with Japanese leaders. They also exchanged with the Kyushu Economic Federation and the Japan Business Federation (Keidanren) and presented "Vietnam's Business Investment Environment and Expectations for Collaboration with Japanese Companies." They built relationships with business leaders and expressed strong expectations for Japanese investment in Vietnam.
In a survey conducted at the end of the program, many participants remarked that the knowledge they gained during their visit to Japan could be applied to their work in Vietnam. We look forward to seeing them apply what they have learned and contribute even more upon their return.
