The 1st Study Mission for Strategic Leaders in Japan
From October 21 to 30, 2024, a 10-day program was organized in Japan for a total of 30 participants, including 23 vice-minister-level leaders from the Party, central and local governments and 7 director-level officials from related organizations.
This program was designed for leaders who had previously completed the training previously held at the Ho Chi Minh National Academy of Politics (HCMA) (Hanoi City). Responding to the request from HCMA to cover “Industrial, Artificial Intelligence (AI), Semiconductor Industry Development in Japan today,” as the core topics, the following 5 topics were included:
- 1 . Knowledge and Skills of Strategic Leadership and Public Policy;
- 2 . Public Management and Governance;
- 3 . Public Administration and Civil Service Reform;
- 4 . Digitalization, AI.;
- 5 . Green Growth, Green Transition (GX), Digital Transformation (DX), Energy Transition (EX).
The program was composed of lectures, site visits in Tokyo and localities (Nagoya City, Takayama City, and Toyama City) and exchanges with government and business stakeholders.
Upon return to Vietnam, participants have shared some comments such as “In further promoting public administration reform in my province, I would like to pay more attention to improving citizen satisfaction through DX and improving the quality of services provided by local government;” “I have reaffirmed the importance of human resource development and the importance of developing professional civil servants”.
