The Training of Accounting Records in the Accounting Program System (Output 2)

The Department of Planning and Finance (DOPF), Ministry of Health has visited Sekong and Attapeu provinces to provide monitoring and re-training for the program of Health Sector Accounting System (HSAS) with the support from JICA QHCF Project.

The participants were invited from the finance section of Provincial Health Office (PHO), Provincial Hospital (PH), District Health Office (DHO), District Hospitals (DHs), Health Vocational Development Center. The training aimed to strengthen the finance staff in DHO and DHs in the financial work, including review of the principles, legislation, and data recording technics in the program of double entry system. In the training, the participants practiced entering actual data in the program such as the budget expenditure plan and modified plan.

For the staff who had not received a similar type of training before or who received training after a very long period, this training gave them greater confidence in appropriate accounting procedures. DOPF will provide the same training to Champasak and Salavan provinces in a few months. DOPF will keep monitoring their work and provide supervision to improve the quality of healthcare services from the aspect of reliable and accurate accounting and financial procedures.

The Training for the Revised Form of National Health Insurance Report (Output 2)

National Health Insurance Bureau (NHIB), Ministry of Health visited 3 provinces, Attapeu, Sekong and Champasak provinces to provide a training on newly revised report form of NHIB and a deep study on methods of reporting system of the Provincial Health Insurance Bureau (PHIB) and District Health Insurance Bureau (DHIB) with the support from JICA QHCF Project. Salavan province already received this training in the last fiscal year (see the Project News Vol.3).

The purpose of this training was to review the form management system and reporting system for the calculation of claim, and the trainers explained steps of the composing documents and requesting the claim.

Through this training the participants had the opportunity to discuss and exchange lessons amongst the participants, therefore, they can broaden their knowledge regarding the National Health Insurance (NHI) and its management system. The chairman also advised that it is important to record income-expenditure of social security in a proper way. NHIB will keep providing supervision for each province to see the mechanism of NHI is functioning properly and effectively.
