This Project News is to introduce the activities of Output 2 during February and June in 2024.

The Provincial Health Insurance Bureau (PHIB) of each province conducted verification activities at the district level to prepare for the new claim reporting system of the health facility and to ensure consistency of refund procedure from February to May. These verification activities also improved and solved the outstanding problems and made the health insurance work smoothly according to the rules of Health Insurance Fund.

The activities were an opportunity for health insurance staff at the provincial level to discuss and exchange lessons from the implementation of health insurance work in the past and analyze data together with the district level on service numbers and budgets.

The National Health Insurance Bureau (NHIB) had been provided the supportive supervision from December 2023 to February 2024 in each province, and NHIB and each Provincial Health Insurance Bureau (PHIB) found out some challenges regarding the health insurance procedures.

As a result of discussion to overcome the challenges, PHIB planned to conduct the Training on Preparation for Action Plan to support the Health Insurance (HI) staff in hospitals during May and June 2024. Each HI staff learnt how to prepare the action plans and gained knowledge of problem analysis. The action plans they developed will be implemented as a part of the Continuous Quality Improvement (CQI) activities together with the activities practiced by Quality Improvement team (Output 1).

The 5th Joint Meeting of QHCF project was conducted focusing on the Output 2 related activities at Salavan Provincial Health Office in April. The participants shared activities and experiences implemented in 2023FY and discussed plans for 2024FY. Each province also reported the result of the supportive supervision activities for health insurance fund management conducted.

Through the meeting, the participants had a chance to exchange their opinions regarding the action plans for 2024FY. They also shared the lessons they learnt from the activities at province and district level in the technical sessions.
