Data Management to Support REDD+ MRV and Forest Monitoring Systems in Lao PDR
While Lao PDR has achieved success in meeting the requirements of the REDD+ readiness phase and is now in the performance payment phase of the Green Climate Fund (by UN) and the Forest Carbon Partnership Facility Carbon Fund (by the World Bank), as well as operating a near-real-time Provincial Deforestation Monitoring System (PDMS), national REDD+ MRV and monitoring are supported by “Data Management.”
The server operated by the Forest Inventory and Planning Division (FIPD) of the Department of Forestry (DOF) in Lao PDR has a database that stores and manages official versions of many spatial information data, such as forest type maps and forest change maps, owned by DOF and used for REDD+ MRV. The National Forest Monitoring System (NFMS): Web-Portal, which allows non-GIS users to easily check and view basic information on national REDD+ MRV, and the PDMS service, which is being introduced and utilized nationwide, are also hosted on the NFMS server operated by the FIPD.
With the implementation and management of REDD+ MRV at the national and sub-national levels in full swing, and with the PDMS being deployed on a wider scale and user accesses increasing, it is becoming increasingly important to improve and strengthen “Data Management” capacity and systems to ensure its performance and stable operation as one of the key systems supporting national climate change mitigation measures.
