The First Training Program in Japan

From May 14 to June 10, 2023, a 28-day training program was held in Japan for 18 young leaders at the level of director-general, deputy director-general and director from 10 provinces and 2 centrally run Cities in Vietnam.

The purpose of this training is to enable Vietnamese local leaders to utilize the knowledge and networks they have gained through the training and exchanges with Japanese experts to implement measures related to administrative reform and urban development policies in their respective organizations.

The program was organized in cooperation with the Japan International Cooperation Center (JICE) and Meiji University. Participants deepened their understanding through lectures on Japanese political and administrative systems, local government management, leadership, and policy innovation in local government, as well as field study visits to relevant local governments, including Tokyo and Kanagawa Prefecture, Tokorozawa City, Mito City. At the end of the training, participants presented reports summarizing notable cases and examples which they would like to adopt in Vietnam.

In a survey conducted at the end of the training, all participants responded positively to the questions such as “Through this training, have you been able to get new ideas about actions to solve issues necessary to promote local administrative reform and urban planning and management?'' In addition, many expressed their desire to continue the exchanges of views after returning home, particularly in the areas of urban development and waste management.
