The 2nd Training Program in Japan
From August 6 to September, a 28ーday training program was held in Japan for 17 young leaders at the level of director-general, deputy director-general and director from 10 provinces and 4 centrally run Cities in Vietnam.
Following the first training in Japan held from May to June, the Japan International Cooperation Center (JICE) and Meiji University organized the second training as Japanese cooperating organizations.
Through a combination of lectures and site visits, participants gained a comprehensive and practical understanding of local governance and administration in Japan. This included topics such as Japanese politics and administration, urban planning and community development, local government management, as well as visits to local governments and private businesses in Tokyo, Chiba, Nagano, and other prefectures.
The training participants were divided into two groups, “Administrative Reform/Human Resources” and “Finance/Urban Development'', and engaged in mutual learning through discussions on the lessons learnt during the training. This collaborative approach allowed them to practice and deepen their understanding of "collaboration", which is essential for effective local government. In a survey conducted at the end of the training, participants made comments such as “I got ideas for cooperation through public-private partnerships for urban development'' and “I would like to propose strengthening local government decentralization and delegation of authority.”
In this project, we plan to invite the lecturers to Vietnam a few months after the completion of the training and hold a follow-up seminar. We will continue to follow up on how the knowledge and insights gained by the participants in Japan are being applied after their return to Vietnam.
