The 2nd Joint Coordination Committee (JCC)

The 2nd JCC was held on March 19, 2025 at the headquarters of the Central Organization Committee of the Communist Party of Vietnam (CCOP). The meeting was held with the participation of representatives from the Vietnamese counterpart, Department of Training, CCOP, as well as officials from the Embassy of Japan, JICA Vietnam Office and the JICA project office.

The report presented during the meeting reviewed the outcomes and challenges of the four training programs held in Japan and second follow-up seminar in Vietnam, all of which had been implemented since the last JCC in January 2024.

CCOP has been closely monitoring the content and outcomes of the training programs through individual reports submitted by each participant upon completion of each training, as well as through the CCOP officers who accompanied the participants. Given that the planned six visits to Japan under this project have now been completed, it was reported that the knowledge and skills obtained are being directly applied for the improvement of local governance in Vietnam. Furthermore, returning participants have given highly positive evaluation of the training’s usefulness.

Each training program lasted 28 days, consisting of lectures by renowned experts in local government administration, site visits to related facilities in local areas, and participant presentations summarizing their learnings and insights. The programs were highly practical and relevant to the participants’ professional responsibilities. Additionally, the training provided opportunities to build networks among participants and shared their knowledge.

Moving forward, only the follow-up activities at Vietnam remain until the end of the project. It is expected that the participants will actively apply what they have learned to contribute to the ongoing unprecedented reorganization of central and local government structures, including the consolidation of local administrative units.
