Awareness Training on Mastering Cybersecurity Hygiene and Online Scam Prevention for Local Government Authorities, Siem Reap (9th September 2026)

The awareness training “Mastering Cybersecurity Hygiene and Online Scam Prevention” was conducted for local government officials in Siem Reap Province on 9th September 2026.

Following the awareness training sessions conducted in Sihanoukville Province in June and Kampot Province in July, this training was organized to enhance participants’ understanding of fundamental cybersecurity measures and appropriate responses to online fraud in order to promote safe digital practices.

As part of the training, officers from the Ministry of Post and Telecommunications (MPTC) participated in the planning and preparation process and delivered lectures on the following four topics:

(1) Cybersecurity Hygiene Fundamentals
(2) Securing Digital Tools
(3) Anatomy of Online Scams
(4) Pig Butchering Scam and Emerging Technologies

A total of 75 local government officials participated in the training. Through lectures, case studies, and active discussions, participants enhanced their understanding of cyber threats and online scam techniques while learning appropriate response measures in the event of cyber incidents. They also gained knowledge of initial response procedures and reporting mechanisms to relevant authorities when cyber incidents or fraud cases occur.

Pre-tests and post-tests conducted before and after the training demonstrated an improvement in participants’ understanding of the training content. The proportion of participants achieving a score of 80% or higher increased from 78% in the pre-test to 88% in the post-test, while the number of participants achieving a perfect score increased from 18 to 30. Improvements were particularly observed in key topics such as password security, software updates, scam recognition, and incident response, indicating strengthened cybersecurity awareness and fundamental knowledge among participants.

Furthermore, training evaluation results showed a high level of satisfaction with both the training content and the instructors. Participants highly appreciated the practical knowledge shared during the training and the clear explanations provided by the instructors. At the same time, participants expressed interest in more case studies, and continued training opportunities to further strengthen their knowledge and skills.

These results confirmed that the training was effective in improving participants’ cybersecurity awareness and understanding of safe digital practices. It is expected that the knowledge and experience gained through this training will be applied to improve cybersecurity awareness and promote safer digital behavior within local government authorities, thereby contributing to the enhancement of Cambodia’s overall cybersecurity resilience.

This activity contributes to strengthening “Digital and Cybersecurity,” one of the 17 strategic fields identified in the Growth Strategy of the Government of Japan. Enhancing the response capabilities of Cambodian government officials and establishing a secure and reliable digital environment will help mitigate cross-border cyber threats and strengthen cyber resilience across the ASEAN region. Furthermore, these activities are expected to contribute to the development of a trusted digital economy between Japan and ASEAN.
