JICA Assistance Application

The Government of Japan (GOJ) recently implemented organizational reforms to improve the quality of the Official Development Assistance (ODA) operations. As part of these reforms, the Overseas Economic Cooperation Operations of the Japan Bank for International Cooperation (JBIC) and the part of grant aid provided by Japan's Ministry of Foreign Affairs (MOFA) were integrated with the technical cooperation provided by JICA on 1 October 2008. The new JICA provides comprehensive assistance for developing countries by making the most of a broader range of aid instruments in an effective and efficient manner. Under the new JICA's operations, the following major assistance tools/schemes are being provided:

Technical Cooperation :technical assistance extended to developing countries through the dispatch of experts, volunteers, acceptance of trainees and conduct of various surveys, etc.
ODA Loans :concessional loans provided to developing countries
Grant Aid :financial assistance extended to developing countries without an obligation for repayment
In principle, JICA's assistance is provided based in the official request from the governments of recipient countries. Hence, it is available upon the request of the Philippine Government through the official diplomatic channels set by the Governments of the Philippines and Japan.

JICA's activities are planned and implemented based on the results of the Request Survey, which the Embassy of Japan in collaboration with JICA Philippines conduct annually in order to grasp the needs of the Philippine Government for Technical Cooperation and Grant Aid.

GOJ's assistance is extended primarily on a government-to-government basis; hence, qualified proponent and/or implementing agencies will only be limited to national government agencies (NGAs) including government-owned and controlled corporations, local government units (LGUs) and state universities and colleges.

To facilitate effective project implementation, all proponent agencies are required to provide local counterpart to the project. This will include, but not limited to counterpart personnel; and, budget for (i) project implementation, (ii) operation and maintenance of donated equipment and/or facilities, (iii) administrative costs like personnel salaries and honoraria , office supplies, etc., (iv) inland transport cost of moving the equipment from the unloading port to the proposed project site, and, (v) import duties for donated equipment and value added tax (VAT) payments for locally procured goods and services.

The procedure for availment of Group Trainings in Japan and Japan Overseas Cooperation Volunteers (JOCV) have been excluded from the procedures mentioned above inasmuch as these programs have different request survey procedures. The information about these programs can be obtained through the JICA Philippine Office or through the following contact points of NEDA.
