History of JICA's Assistance to the Philippines

1954 Japan joined the Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific; launched technical cooperation projects
1961 Established Overseas Economic Cooperation Fund (OECF) implementing agency for loan aid furnished by the Japanese government
1962 Establishment of Overseas Technical Cooperation Agency (OTCA) in Japan
1964 Formally joined Organization for Economic Cooperation and Development (OECD)
1966 (1965) First dispatch of Japan Overseas Cooperation Volunteers (JOCV) members to the Philippines
1967 Establishment of Philippine - Japan Fellows Association (PHILJAFA)
1968 Establishment of OTCA Manila Office
1969 OECD introduced the concept of Official Development Assistance (ODA), and donor countries pledged to allocate .07% of their GDP to ODA
1974 Establishment of Japan International Cooperation Agency (JICA) in Japan. Opening of JICA Philippine Office.
1978 Announcement of five consecutive medium-term ODA targets for the country
1984 Start of the Youth Invitation Program
1988 Establishment of the Philippine - ASEAN - Japan Friendship Association for the 21st Century (PAJAFA)
1989 Japan became world's top ODA donor
1992 Formal approval of Japan's ODA Charter
1999 Establishment of Japan Bank for International Cooperation (JBIC) by merging the Export-Import Bank of Japan (JEXIM) and the OECF
2003 Transformation of JICA from special public institute to an independent administrative institution
2007 Start of the Training Programme for Young Leaders
2008 Birth of New JICA; Merging of JICA and Overseas Economic Cooperation Operations of the Japan Bank for International Cooperation
2014 Celebration of Japan ODA's 60th year of development cooperation in the Philippines
