2022, a crucial year for the Lao MRV and NFMS

As a part of the requirements of the FCPF Carbon Fund Emissions Reduction program, Lao PDR will submit the first Emission Reduction Monitoring report this year, which will outline the emission reduction and removal enhancement measured in six northern provinces during the monitoring period of 2019-2021 in comparison with the reference period of 2005-2015. This effort, designated as the first MMR (Measurement, Monitoring, Reporting), is similar to MRV (Measurement, Reporting and Verification). F-REDD 2 provides direct support to the Department of Forestry (DOF), particularly the Forest Inventory and Planning Division (FIPD), which is in charge of updating the satellite image-based "Forest Type Map 2022" necessary for MMR. This mapping is being completed for the six northern prioritized provinces and will cover the whole country later this year for the purpose of the national MRV. F-REDD 2 is also facilitating discussions between the World Bank, the DOF (REDD+ Division), and the SilvaCarbon program (US) to consider Technical Correction to the reference level by bringing in new approaches and up-to-date techniques. The report is due in December 2022.

In order to coordinate the initiatives for NFMS development, including MRV, forest monitoring, and data management components, the 3rd National Forest Monitoring System (NFMS) Technical Working Group Meeting was held on June 9. After the presentation of each sub-group's work plan, Dr. Chittana from the Faculty of Forestry Science of National University of Laos gave a presentation on forest fire mapping, the Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC) on community-based fire management under their FLOURISH project in Bokeo and Xayabouly, and the World Wildlife Fund (WWF) on Forest Foresight about an early warning system for early detection and predicting deforestation.
