Since a popular uprising in October 2000 that brought down the government of Slobodan Milosevic, progress has been made in privatising businesses and making structural adjustment to the economy in Serbia and Montenegro, but many hurdles to economic reconstruction remain. The high unemployment rate is a major cause of economic and social instability, and economic recovery can only be achieved if steps are taken to introduce a market economy and create new jobs. The government of Serbia and Montenegro, however, has no experience or know-how providing support for the private sector, since most companies are state-run, and progress in paving the way for the establishment of private firms has been minimal. Strengthening the capacity of both the staff at governmental agencies connected with small businesses as well as the organization itself is an urgent matter, and JICA carried out a project to transfer know-how on supporting small businesses in order to enable relevant government agencies to step up the level of services they provide.
