Introduction of the Fourth Joint Coordination Committee and project activities in Vanuatu under COVID-19
"Japanese Technical Cooperation Project for Promotion of Regional Initiative on Solid Waste Management in Pacific Island Countries Phase II (J-PRISM II)"

In "Japanese Technical Cooperation Project for Promotion of Regional Initiative on Solid Waste Management in Pacific Island Countries Phase II (J-PRISM II)" (Project period: February 2017 - September 2022), J-PRISM II Experts have not been able to visit Vanuatu since March of 2020 due to influence of worldwide pandemic of corona virus 2019 (COVID-19). By the strong effort of JICA Vanuatu office, J-PRISM II Experts could have visited Vanuatu on November of 2021 and implemented various activities. In those, we briefly introduce several activities as follows.

[The Fourth Joint Coordination Committee was held]

On November 30th, 2021, the fourth Joint Coordination Committee (JCC) of the J-PRISM II was held as a fruitful discussion among the counterparts of J-PRISM II in Vanuatu. The participants confirmed the progress of the project in 2020 and 2021 and agreed on the work plan for 2022. The fourth JCC meeting was held for the first time in one year and nine months after the third JCC held on February of 2020. During this period, J-PRISM II Experts and the counterparts have moved forward with activities in the project by continual communicating by using web meeting tool etc.

J-PRISM II Experts are working closely with the Department of Environmental Protection and Conservation (DEPC), the Port Vila City Council (PVCC), the Luganville Municipal Council (LMC) and the Shefa Province with aim to strengthen the capacity of implementation and monitoring of the "National Waste Management and Pollution Control Strategy (NWMPCS) 2016-2020." The progress of activities in each output in the project are introduced as follows.

[OUTPUT 1: Intuitional capacity of DEPC to implement NWMPCS is enhanced with the cooperation of the Working Group]

The DEPC and J-PRISM II set up a working group for implementation and monitoring of the NWMPCS in June, 2018, and the NWMPCS 2016-2020 has been monitored every year in the WG. The WG has prepared final evaluation of the NWMPCS 2016-2020 from 2020 to 2022. In the evaluation, achievement of target related to waste management strategy has been evaluated as 82%, the achievement of target related to pollution control and ozone layer protection strategy has been evaluated as 29% and the achievement of overall of the NWMPCS 2016-2020 has been evaluated as 49%. The final evaluation report of the NWMPCS 2016-2020 has been officially disclosure to public on the website of the DEPC.

Moreover, at the fourth JCC meeting, it has been confirmed to conduct activities continuously for achievement of the NWMPCS 2016-2020. In addition, DEPC has prepared establishment of coordination committee for next term of NWMPCS. J-PRISM II will also support this activity continuously.


[OUTPUT 2: SWM activities of PVCC are properly Implemented and monitored in line with the SWM Plan]

The PVCC, the Shefa province and J-PRISM II have repeatedly considered the contents of a solid waste management plan of the PVCC and the Shefa Province which is the target year of 2030 in line with implementing the several pilot projects. The PVCC and Shefa Province SWM plan has been officially acknowledged in the fourth JCC, and the handover ceremony of the SWM paln to the Honorable Mayor of Port Vila city were published in daily post in local. This plan has been distributed to the participants of the fourth JCC meeting as well as disclosure to public on the website of the DEPC.

Based on the COM approved in principal the introduction of the CDS in Vanuatu on 30th October 2019, a working group composed of the representatives of the national governments, beverage producers and importers, and civil society was formed, to develop the detailed design for the CDS, in December of 2019. The CDS Technical WG has been held nine times and in the WG feasible system of the CDS in Vanuatu have been discussed. In present, the DEPC has finalized drafting instructions on CDS for legislation of CDS and the progress has been confirmed among the participants in the fourth JCC.

J-PRISM II highlights and good practices in nine countries where are targeted in J-PRISM II has been developed as a part of activities in the remotely support by J-PRISM II Experts. The English version has been open to public on the website of South Pacific Regional Environment Programme (SPREP). It is full color and contains various photos in site activities.
