Summary
The city of Hanoi is located about 100 km from the mouth of the Red River delta region, and when typhoons frequently come ashore from May to September, Hanoi receives an average of 250 mm of rainfall per month. Because the capacity of rivers and rainwater drainage systems is limited, with some areas having no rainfall intrusion prevention at all, flooding often happens particularly in the lowlands alongside the Red River, which has been ruining the living environment for residents. Moreover, what rainwater drainage systems do exist are aging with markedly diminished capacity, such that the inundating waters invade the urban areas repeatedly, deteriorating the quality of inland, destroying the living environment in cities and impeding economic progress.
JICA conducted a survey from 1994 to 1995 for the drainage and sewage infrastructure of Hanoi (a master plan), and then provided assistance to establish an infrastructure improvement plan.
This project was designed to provide support for the To Lich River Basin Drainage Plan -- the top priority of above mentioned master plan -- to alleviate the water pollution due to flooding damage and urbanization. For the project, JICA provided the Hanoi People’s Committee with loan financing to improve the drainage channels, rivers and inland waters in the core urban area of Hanoi. In addition, the construction of a sewage treatment plant, a regulating reservoir and a pump station was financed.
In connection with this project, Chiba Prefecture of Japan is implementing a “Project for Strengthening Capacity in O&M Works at Sewerage Treatment Facilities and Water Environment Enlightenment in Hanoi” as a grassroots technical cooperation effort from 2007 to 2009. That project is providing support to enhance the operations and maintenance system at sewage treatment plants as well as to provide environmental education and raise community
