JICA Activities in Yemen (as of March 2010)

Priority Area 1; Human Resource Development

Vocational Training

The high unemployment rate of youth (35%) caused by rapid population growth rate increases poverty and social instability. The Government of Yemen has set the goal of absorbing 15% of graduates from secondary and high school education by the year 2012. The government is making efforts to construct new technical education and vocational training institutes. However, technical education and vocational training in Yemen cannot provide good quality workforce that meet labor market needs due to the strong supply- driven approach in the current TEVT system and this why Japan is now supporting the improvement of TEVT system in terms of quality.

Technical Cooperation Project " Improvement of TEVT System through the Establishment of the Model in Automobile Maintenance Sector " (Feb 2009 – May 2013)

The project aims to improve all training cycle(namely, Ministry of Technical Education and Vocational Training (MoTEVT) Central Office, MoTEVT Sana'a Capital Office and The Technical Industrial Institute-Dhahban)of TEVT system in order to gain quality of TEVT in Yemen. It includes support to curriculum development, capacity building of instructors and upgrading of training equipment, etc. In addition, the project implements some new approaches such as establishment of Private & Public Partnership and introduction of employment support system for graduates.


Third-Country Training" Capacity Building of Fisheries Vocational Training" (Tunisia/ 2009-2011)

Instructors in the field of Marine Mechanics, Marine Electricity and Refrigeration Technology are targeted in order to improve their capacity and update their skills. The trainings are conducted by Tunisian fisheries vocational training institute which had been supported by Japanese technical cooperation for long years.

Japan Overseas Cooperation Volunteers (JOCV)

Some JOCVs in industrial field, such as automobile mechanics and machine tools are engaged in technical transferring in Industrial Institutes in Taiz and Aden. Two JOCVs were dispatched to Technical and Industrial institutes of Al-Haseb and Al-Hawban to mainly transfer the Japanese technology and skills in the field of automobile maintenance synchronizing with Technical Cooperation Project.
Another JOCV was dispatched to Technical & Industrial institute in Al-Mu'alla, Aden in the field of machine tools.
These JOCVs could enhance the level of automobile maintenance at target institutes and transfer required skills to their Yemeni counterparts, who, on their turn, train and teach Yemeni students.
