Achieving Smart Cities and Decarbonization through Public-Private Partnerships and City Alliances

The City of Yokohama has been developing its international cooperation projects, also known as the Y-PORT Project, through public-private partnerships together with partner cities, mainly Bangkok, Thailand and Da Nang, Vietnam, utilizing its experience and know-how in overcoming various urban issues, and the strengths of various environmental technologies of local businesses.
The Y-PORT project is promoting efforts to propose "urban solutions from Yokohama" through public-private partnerships in order to help overseas cities decarbonize and achieve the SDGs through integrated solutions to environmental, social, and economic issues.
At the Asia Smart City Conference held in 2023, the Yokohama Declaration outlining a policy to achieve carbon neutrality by 2050 was adopted with the support of over 40 cities and international organizations.
The City of Yokohama is also working to create innovation by promoting collaboration among a wide range of stakeholders, including industry, academia, and government, as well as startups.
In this seminar, we explained Yokohama’s approaches and the future prospects of these projects.

Towards Carbon Neutrality through City-to-City Collaboration in Asia

Ms. MURAKAMI EMIKO, Director, International Environmental Strategies Division, City of Kitakyushu

Kitakyushu City has experienced severe pollution in 1960s. It was overcome by collaboration between residents, private companies, researchers and governments. Kitakyushu city has utilized its experience to implement international environmental cooperation since 1980s in Asia. Then, expansion experiences of Kitakyushu Eco Town and Smart Community has been used for proper solid waste management and energy management in Asian cities. Kitakyushu has supported establish stable system and technical transfer through city-to-city collaboration.

Seminar (2) DX, innovation, and introduction of Japan’s technologies and expectations

Utilization of Japanese technology to solve development issues in partner countries

In the activities of JICA or JCCI, Japanese knowledge and experience will be utilized to a great extent. Especially in the field of environmental management, there is a history of governments, companies, and citizens working together to address and resolve issues such as waste, water pollution, and air pollution. In order to promote leapfrog development in partner countries in the future, it will be necessary to utilize Japanese technology and innovation in line with local conditions and development. JCCI would like to actively develop its activities in cooperation and collaboration with companies to solve development issues in cities in partner countries. I explained hints and expectations for future collaboration.

Initiatives to achieve clean cities in Kenya - technology for promoting circular economy-

This seminar will introduce potential areas for application of Japanese technology, with a case study of the planned technical cooperation project "the Project for Promoting Circular Model of Environmentally Sound Solid Waste Management in Urban Areas", which is scheduled to launch in March 2024. There are cases of smartphones apps being used for collecting valuable materials in the informal sector in Kenya, where IT sector shows remarkable technological innovation. In this project, it will be necessary to explore the possibilities of improving waste management from various angles.

Initiatives to achieve clean cities in Bangladesh - Cooperation for waste management and air pollution control, based on Japanese strengths-

In Bangladesh, rapid urbanization and industrialization is worsening environmental problems such as increasing waste, air pollution, and water pollution in urban areas.
JICA has been supporting the improvement of waste management since 2003, mainly in North and South Dhaka, and has been providing comprehensive and phased support for waste management by combining several projects. From 2024, the project will promote waste reduction and appropriate waste management, while simultaneously promoting air pollution control, with the aim of 'realizing clean cities'.

Remanufacturing Production Project in ASEAN Countries -Trial Remanufacuture in Vietnam-

This session aims to introduce advanced efforts in Vietnam to promote the Circular Economy (CE) in ASEAN. Vietnam Government has already made progress in formulating policies toward CE and introduced the EPR (Extended Producer Responsibility) system. To contribute to this policy development, FUJIFILM has a business plan for a resource recycling system. This is “Remanufacturing Project” to realize a change from the conventional "Linear Economy of production, use, and disposal" to a "Circular Economy of production, use, and reuse". Based on the advanced business in Japan, it will be modified and adapted to target used MFPs generated in ASEAN countries, thereby reducing waste and contributing to the advancement of local recyclers. This project will be introduced as a model for similar businesses aiming for CE, and as a model for promoting CE in ASEAN countries.
