ODA Loan Project

Climate Change Program Loan

At the 13th meeting of the United Nations Framework Convention on Climate Change on Bali in December 2007, the Indonesian government announced its national action plan for inclusively mitigating while adapting to climate change. Japan then announced its Cool Earth Partnership, and as a new funding mechanism, a proposal for a Climate Change Program Loan was communicated at talks between the Japanese prime minister and Indonesian president at the July 2008 Toyako Summit. A loan agreement was signed two months later. JICA has dispatched an advisory and monitoring team to assist with the smooth implementation of the program loan. They are also implementing technical cooperation for individual projects in both climate change mitigation and adaptation in such areas as forest conservation, forest fires, energy, cobenefits, agriculture and water resources. Further cooperation is under review.
