Inclusive City Governance Project (ICGP)

1. Overview

(1) Goal

Administrative capacity of the five City Corporations is improved as inclusive city government in the target 5 city corporations.

(2) Objectives

  • To improve the public services in the target five (5) City Corporations (CC).
  • To strengthen the city governments' administrative capacity and their governance improvement through ICGIAP (Inclusive City Governance Improvement Action Program).
  • To promote living environment and quality of life through IDPCC (Infrastructure Development Plan of City Corporation).
  • To create economic opportunities for CC's to ensure the progressive revenue and economic growth by providing infrastructures in different sectors in the target City Corporations.

(3) Components

Component 1. Governance Improvement and Capacity Development.

  • Target CCs satisfy the conditions of the 1st and 2nd performance review
  • Total 48 categories training programs are held and Local Govt Division, LGED Officials & CC officials are trained in Local & Overseas.
  • Each CC introduce at least one tool of e-governance activities
  • At least 70% of e-governance based service users would appreciate the services
  • Poverty Reduction Action Plan (PRAP) has been prepared in each CC
  • At least 70% urban poor are found to be benefited both in terms of economic and social areas.

Component 2. Infrastructure Development.

  • 636.33Km of road, 854.55m bridge/Culverts provided in the CCs mentioned in IDPCC 179.40km drains and retaining wall as protective work provided in the CCs mentioned in IDPCC.
  • 441.75km of streetlights installed in the CCs as mentioned in IDPCC.
  • 170.56km of water supply system provided in CCs as mentioned in IDPCC.
  • 1 Nos. bus terminal provided in the CC as mentioned in the IDPCC.
  • 8 Nos of school cum cyclone shelter provided in CCs as mentioned in IDPCC. EIRR of the Feasibility Study exceeds 15%

July 2014 to June 2021 (7 years)

(5) Type of project

Loan (approximately BDT 24,000 million)

  • Local Government Division (LGD), Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C)
  • Local Government Engineering Department (LGED), Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C)

(8) Target areas

  • Chottogram, Cumilla, Gazipur, Narayananj, Rangpur City Corporations

(9) Beneficiaries

  • Target 5 (five) City Corporations of Bangladesh.
